William Quincy Belle is just a guy. Nobody famous; nobody rich; just some guy who likes to periodically add his two cents worth with the hope, accounting for inflation, that $0.02 is not over evaluating his contribution. In another lifetime, he, like probably just about everybody else, played a little music. Claiming the moniker of musician seems a tad pretentious, so let's go with "noodler".
Recently, he discovered the music notation software MuseScore, and while he hasn't touched a musical instrument in nearly 50 years, he does vaguely remember how to put dots on lined paper. He couldn't play a two-finger rendition of Chopsticks, but MuseScore can.
