What is SECAC? Special Education Citizens’ Advisory Committees (SECAC) have been established in every county in Maryland (COMAR). The purpose of SECAC is to serve as an advisory committee to the local school system specifically addressing the needs of students with disabilities so as to affect positive changes in the delivery of special education services and the achievement of students with disabilities.
Who is on SECAC?
In Frederick County, parents comprise 50% of the SECAC membership, FCPS staff comprises 25% and community members comprise the balance, with up to three high school students able to participate. The Directors of Special Education, a Board of Education Member and a Family Support Services/Partners for Success representative participate as non-voting members. Meetings are open and the public is encouraged to attend and participate in the public comment session.
