Most people have grown up all their lives thinking it was illegal to drive a car, go to a store, or eat in public while barefoot. No such laws have ever existed. Only myths. Most people want the freedom to not wear shoes. Since most people think it is illegal, we have spend decades trying to find the least amount or cheapest shoes to wear.
