The tinkling sound you can hear occasionally is from the mooring chain links. It's often more pronounced at high and low tides, especially if the swell is particularly high.
The live stream may not be running all the time. We may need to work on developing and improving the software and hardware that brings the audio back to shore. Bad weather may also degrade the wireless link to a point where we are unable to reliably stream the audio. But for the most part, we will try to keep the stream up and running, though responsiveness will be limited to standard office hours.
