On November 1, 1940, after compiling all of the necessary information and paperwork and complying with the National Body's Guidelines, Psi Alpha was chartered by the Supreme Council of the Omega Psi Phi Fraternity, Incorporated, with Brother Samuel D. Kane was elected as the first Basileus and supported by chartered members: Brothers W. V. Hurd, Dr. M. L. Preacher, John Paul Chretien, Ernest M. Foxx, Valmo C. Bellinger, Dr. Richard Kidd, and George P. Inge.
